If Charlie is not having trouble with balance, and his ears are clean, there may be some other undiagnosed pain or inflammation. Tramadol is an effective pain medication that has an effect similar to morphine, but it is not a controlled drug. Any veterinarian should be able to prescribe it, and you can pick it up at a human pharmacy.
Some dogs with advanced arthritis benefit from a combination of medications, including anti-inflammatories, such as carprofen and tramadol, and neutraceuticals, such as glucosamine.
I would recommend having a thorough recheck done on Charlie's ear canals and eardrums prior to prescribing any medication.
