Dogs, Cats Face Sterilization Under ‘3 Strikes’ Bill

Controversial pet legislation in California passes another hurdle by narrow vote.

Three strikes, and your pet is altered.

The “3 Strikes Spaying and Neutering Bill,” formerly known as the California Healthy Pets Act, would force dog and cat owners to spay or neuter their pets if animal control officers come to know them too well.

On Wednesday, the Senate Local Government Committee voted 3-2 for legislation that would mandate sterilization of dogs if they have three offenses involving animal control authorities and sterilization for cats who have two offenses. For each visit by an animal control officer in response to complaints of roaming animals, unlicensed pets, and/or animal bites, an offense will be counted.

The bill, AB 1634, by Assemblyman Lloyd Levine, is an altered version of an earlier effort that failed in the Legislature. The original bill forced statewide mandatory neutering of all cats and dogs, with some exemptions.

The next hurdle for the bill to clear is the Senate Appropriations Committee.

Thanks to the AKC and "breeder mentality" folks who arrogantly think its their God-given right to "breed" their animals, thousands of healthy, perfectly adoptable dogs, cats, kittens and puppies will be put to death in shelters all over California. Are you all happy now?

What has happened to a good bill is disgraceful!
Every person who breeds animals should have to pay for a license and be restricted to a designated number of litters per year. If we didn't kill so many animals and there was actually a shortage of dogs and cats, etc., then I could understand the need to continuing breeding, but as long as we force people to do our "dirty work"--to kill these precious animals in shelters--and, as a result, create horrible traumatic situations for human beings that care, breeding should be severely restricted. We could have a moratorium on breeding for two full years and we'd still see a surplus of animals!

Hey dog and cat lovers---what the hell is wrong with this picture? You don't love animals--you love the filthy lucre you're making!!!

Your story does not accurately reflect what AB 1634 proposes. Spay/neuter would kick in on the basis of complaints made, not investigations of an animal control officer. The bill defines a complaint as a written or ORAL report that ALLEGES violation of a state or local law. In our community, this is not limited to dog bites, etc., but includes leash length, use of the dog park, food in the dog park, picking up dog waste, hours that dogs (on leash) may be on the beachfront sidewalk, and a prohibition of dogs on school grounds, which is often confusing because many local parks abut school grounds with no marked border. There are also a host of State laws ranging from care of pets to restrictions within State parks and campgrounds. Not only may inadvertent violations lead to expensive and possibly traumatic surgical consequences, mere ALLEGATIONS may also result in the same consequences. It is not true, as stated in your article, that a strike would be counted upon a vist by an animal control officer. Merely receiving a complaint creates a strike, even if the animal control officer never investigates, even if the complaint is false.
