Since pets are considered property by the law, anyone that hits a domestic owned animal has to stop and try to get help or at least notify the owner. If they don't, they can be arrested and even sued for damages! So, please, if you ever see a hit and run, write down the plate number and turn them in - it's not the same as burning in hell (that will come later) but at least they will be punished for their crime. I am praying for a speedy recovery for Lucas!
