Humane officers can't seize an animal unless it's in immediate danger in most states. This isn't just limited to PA. I think there needs to be more federal anti-cruelty laws so there is less variation from state to state.

There needs to be far more severe punishments for animal abusers and those who knowingly neglect. A slap on the wrist won't make them think twice. Twelve years in jail would. And, those against spay and neuter laws, this is just the sort of thing a mandatory sterilzation law would crack down on along with inspections.

I urge everyone to boycott the puppy mills in
this
area.
The inhumane, barbarian treatment of these animals is despicable.

People with a conscience and compassion must try to help these vulnerable, defenseless animals and ask for strict measures to insure the animals' safety and humane treatment.

There does need to be more strict rules in place. The people who operate puppy mills know how to get around the rules, and we need to stop that.
