The problem here is not dogs but people. People letting their dogs loose, people, often children, teasing, harrasing, bothering, or trespassing in a yard where a dog is, people training dogs to be aggressive, people moving quickly around herding dogs who may bite or nip an attempt to herd, people who encourage their dogs to be animal aggressive,....etc It is never the dog's fault, there's always a human who is the real problem. Dogs should not be punished for a human's mistake.
