Although the bill originator's intentions are in the right direction, this could have the potential to deter "good" people from obtaining a pet. The negative effect could result in many unadopted dogs. I believe a majority of people will find this such an inconvenience that will not bother.

Sounds like a good law to me!

Makes sense to have requirements for anyone who adopts a dog. Rescue programs all have requirements including an interview and a home inspection.

I like the fact that people should take a training class before being allowed to adopt an animal. But a 6 year old? Kindergarten training for dogs? I would think that responsible parents, especially after taking a course, should be able to teach their child what to do, and how to behave.
