A German Shepherd mix named Buddy was allegedly stolen by Melissa Lockhart Dec. 30 and then dragged to death by her brother, United Press International reports.

Iowa Lawmakers Consider Dog Breeder Measure
Dog breeders in Iowa would see increased fees and tougher regulations under a measure unveiled Monday by supporters who called for cracking down on so-called “puppy mills” that often abuse animals. Iowa's roughly 400 licensed breeders produce about 20,000 dogs annually, The Associated Press reports.
