I support this measure. A breeder should be able to pay a fee. This legislation can always be changed in the future - and in the meantime, this should decrease euthanasia rates. FYI - this law needs to be put into effect in Puerto Rico where the vets are putting through legislation prohibiting low cost spay/neuter and do not allow assistance from non-PR vets.

I hope that the bill does not pass. There needs to be some sort of law yes requiring the average joe blow to spay/neuter their pets because of the overpopulation problem, but dont make breeders go out and buy a special permit just to keep their animals intact, unless they are doing it like a puppy mill situation.

I sure hope that this bill never passes. Dogs, especially bitches, should not be neutered that young. There are many reasons to wait until later including have a large breed or wanting to wait until after the first heat. Owners should be the ones responsible for this decision. Not the government. Or PETA.

There are valid health reasons against neutering so young...people should have the right to choose when to neuter (with consideration for those reasons). People should have the right to choose if they want to neuter. There are valid behavioral reasons for not neutering that young.

As always this is a ridiculous bill that won't solve the real problems! It will solve the goal of PETA and other animal rights groups...the eventual disapearance of dogs and other domestic animals from our society! Please Vote NO to Mandatory spay/neuter/breeding bills!!!!!!
