What do you do if the puppy doesn't go potty when you take her out? (12 week beagle, just brought her home yesterday)

I take my puppy out at least 8 times. If I stay up late, he gets an extra walk before I go to bed. He's puppy pad trained so I don't have to worry about him in the middle of the night. He also has potty pad on the balcony of my apartment and barks to go outside. He's a Yorkie Mix and is so so smart. I was told Yorkies are easy to train and are very smart.
